The files of the Commission of Outdoor Recreation which oversaw the development and acquisition of recreational land constitute half the collection and contain minutes, correspondence, agendas, budget materials, including a bond issue to finance the Virginia Outdoors Plan and topical files. These files contain correspondence and documentary materials from conservation groups such as the Citizens Committee for the Virginia Outdoors Plan. These files also include correspondence from the Izaak Walton League of America, the Conservation Council of Virginia, and on a variety of environmental topics such as coastal wetlands, scenic rivers and roads, and state parks. Papers from the Governor's Council on the Environment contain by-laws, minutes, correspondence, reports and topical files. The Council produced a comprehensive report on the environment and worked toward an energy conservation commission and an environmental quality act. Power plant siting, water resources, and the historic Green Springs controversy were among the problems studied. This section also contains material from the Virginia Advisory Legislative Council, Land Use Policies Studies Committee as Bemiss was on the Key Geographic Areas subcommittee. The Tax Study Commission papers contain correspondence, minutes, reports, and studies from a successful effort to restructure and modernize the Virginia tax system. Correspondents include Gerald P.
