The records of the United State Employees reflect Local 382's activities over 45 years, with the bulk of the material spanning 1938-1978. Several of the older papers in the collection are in very fragile conditions. Wartime newsletters are scant and dates for many leaflets could only be estimated. There are no documents extant for the critical postwar phase before the union went independent, 1948-1950. In general, correspondence files are thin, while minutes and other routine materials which would document internal union operations are not included in the collection. The records of the Union of State Employees nevertheless offer researchers on the New York State Insurance Fund bureaucracy and on white collar trade unionism several interesting opportunities. The newsletters and leaflets are an excellent source of information on the development of the Fund and its union. From the very beginning the union enthusiastically endorsed a wide range of social and educational activities for its members, from May Day parade delegations in the thirties, to war efforts committees in the the forties, to motorcade picnics in the fifties to support for civil rights campaigns in the sixties. The union lobbied in Albany on budget issues that would affect workers salaries and benefits, using union newsletters to inform members of bus schedules for lobby trips, as well as to educate them on legislators' positions. The union campaigned fiercely to improve everyday life in civil service office. An especially dramatic example of white collar militancy is to be found in the 1962-1964 fight for workers' coffee break time. The union opposed the policies of Executive Director of the State Insurance Fund, William B. Folger; Constance Cabell emerged in the struggle as a major union leader and has since taken her place as a key public employee trade unionist in New York State.
