Title: Administrative files, 1878-1882.

This series consists of letters, petitions, bills of lading, ledger sheets, and a newspaper clipping sent to Governor Cobb. The letters discuss such matters as convict leasing, the murder of a man from Tenn., a book by Saffold Berney titled Hand-Book of Alabama (this letter is from Berney to Governor Cobb, requesting that the State purchase copies of this book), the Dept. of Agriculture in Ga. and the need for Ala. to establish such an agency, a request to be exempted from the Ala. law restricting the carrying of pistols, failure to pay for a bond, formation of a new precinct, a request to grant a new charter to the West Point Manufacturing Company in Chambers Co., and two petitions from Conecuh and Escambia counties requesting a law to be passed forbidding the driving of loose saw logs on Burnt Corn Creek. The letters concerning convict leasing are bids for contracts. The State would lease convicts to the highest bidder. Also included is an eleven-page letter from the warden of the Ala. Penitentiary, John G. Bass, expressing his views on the expediency of the convict leasing program. He states that he was appointed in 1875 by Gov. Houston. There are many petitions in this series. One petition is a request to "authorize the city authorities of Birmingham to issue bonds for sanitary and market house purposes." The second petition requests the opening of the rear gate at the south east corner (in Montgomery). The third one discusses the establishment of a court of limited jurisdiction in the town of Courtland in Lawrence Co. The final petition pertains to increased salaries for chancellors and circuit court judges in Ala. There are also many petitions to the General Assembly of Ala. requesting "your Honorable Body to refrain from any legislation pertaining to the regulation of railroad rates of freight." These records are undated and only seldom do they indicate the county. Two of the counties represented are Dallas Co. and Morgan Co. The series also contains petitions to the General Assembly of Ala. pertaining to the incorporation of towns and counties. The towns of Browneville and Lively petitioned for their incorporation. A petition from Elmore Co. requests that a portion of Elmore Co. should not be incorporated into Autauga Co. These records are also undated.
