Also discussed was the need to contain medical costs, along with other legal and administrative matters. Most of the correspondence was between Jack E. Worthington or Rebecca Beasley, each in turn the Commissioner of the Ala. Medical Services Administration and Alabama Medicaid, with Richard L. Morris, the Regional Medicaid Director of HEW.
