Listed in these volumes are the dates and times each bill was received in the governor's office, when they were approved or vetoed, and the dates and times they were transferred to the secretary of state's Office. A short description of each bill and its House or Senate number are included.

Title: Administrative files, 1947-1951.

The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of executive decisions and actions. This series consists of the administrative files of Governor James E. Folsom. It contains correspondence, reports, photographs, pamphlets, publications, and telegrams. The records consist of correspondence and other material regarding the activities of numerous state departments and agencies. The bulk of the routine correspondence was handled by O.H. Finney, Jr., secretary to the Governor. Ira B. Thompson, Folsom's leagal advisor, responded to most of the legal issues. The files document Governor Folsom's appeal to the elderly and lower income voters of Alabama. There is considerable correspondence from consitutents regarding pensions, rent control, social services, pardons or paroles for crime convictions, road repairs or construction, and training programs for and assistance to the state's World War II veterans. Among the state agencies and organizations that reflect significant attention in the Governor's records are the Alcohol Beverage Control Board, the Department of Conservation, State Docks and Terminals, the Highway Deparment, the Department of Public Welfare, the Department of Veterans Affairs, the Council of State Governments, and the State Planning Board. Governor Folsom's administrative files contain considerable documentation regarding legislation and legislative issues at both the state and federal level. There is an individual folder for each state legislator in these files, although some of the folders are empty. Folsom's participation in the National Governors' Conference, the Southern Governors' Conference, and the State and National Democratic Party is also recorded in these files.

Title: State institutions files, 1943-1950.

The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of executive decisions and actions. This series consists of correspondence, reports, telegrams, agendas, newspaper clippings, and various publications regarding colleges, universities, reform schools, state hospitals, and other institutions funded by the state of Alabama. Most of the routine correspondence was handled by O.H. Finney, Jr., Governor James E. Folsom's secretary. The majority of the files provide information on the colleges and universities in the state. In addition to the two largest institutions, the University of Alabama in Tuscaloosa and Alabama Polytechnic Institute in Auburn, the state maintained Alabama College in Montevallo; A & M Institute for Negroes in Huntsville; Tuskegee Institute; and the State Teacher Colleges at Florence, Jacksonville, Livingston, Montgomery, and Troy. These records continue to document the establishment of a four-year medical school in Birmingham. Many of the files were generated during the administration of Governor Chauncey Sparks. The files contain correspondence, reports, and minutes of the Building Commission for the Four-Year Medical School. During the administrations of both Governor Sparks and Folsom committees were established to investigate conditions at various state institutions. In 1946 a legislative committee issued reports on conditions at the state prisons, the Alabama Training School for Girls, the state mental health institutions, and the Alabama State Reform School. In 1948 and 1950, Folsom received reports from the Survey Committee for State Institutions. The Alabama Training School for Girls in Birmingham was publicly criticized for mistreatment of the girls in the custody of the institution. A public hearing was held in 1949 March to address the charges. Folsom's files contain correspondence, depositions, transcripts, reports, and photographs regarding the investigation and hearing. This series also documents the veterans on-the-job training program that was coordinated by the Department of Education. This program was subjected to criticism also during the Folsom administration. The Governor's files contain letters and petitions from veterans state-wide defending and praising the program. Other state institutions documented in this series include the Alabama Institute for Deaf and Blind, Alabama Boys Industrial School at East Lake, the Alabama Reform School for Negro Boys at Meigs, the Alabama School of Trades at Gadsden, and the Alabama Vocational School for Girls at Birmingham.

Title: Legislative tracking files, 1955-1957.

This series consists of newspaper clippings from the Mobile Register received by the Governor's Office. These clippings are of an ad published by the Mobile Education Association as an appeal to all Alabama citizens to insist that the governor and the legislators adopt higher state budget allowances for the Mobile county schools. Also included are the governor's messages to the legislature on Alabama government's operation, reapportionment, and education.

Alabama. Governor (1955-1959 : Folsom). Correspondence regarding Jimmy Wilson, 1958.

Title: Correspondence regarding Jimmy Wilson, 1958.

Jimmy Wilson, a fifty-five year old black male and resident of Marion in Perry County, Alabama, was indicted on charges of robbery and burglary. Wilson allegedly robbed Estelle Baker, an elderly white female, who was also a resident of Marion, AL, of one dollar and ninety-five cents. Wilson was represented by two court-appointed attorneys who failed to cross examine state witnesses. A jury deliberated for less than an hour and found Wilson guilty of robbery. Wilson was sentenced to death by electrocution. His sentencing led to a public outcry from numerous civic, educational, legal, religious and political organizations and affiliated individuals. Official correspondence of Alabama Governor James E. Folsom, Sr. regarding Jimmy Wilson records the public response to Wilson's sentencing. Included are incoming and outgoing letters and petitions. A number of correspondents enclosed newspaper articles with their letters. Others enclosed symbolic checks for one dollar and ninety-five cents. In addition to letters that were sent directly to Governor Folsom's office, letters were solicited by Canadian radio station CKEY to be sent to the governor. Letters were sent from areas throughout the Americas, Europe, and Africa. They were written in numerous languages including Spanish, French, German, Portuguese, and English. Included in the collection is one folder containing letters from people favoring Wilson's execution. A number of these correspondents chose to remain anonymous and, therefore, withheld their names. The other correspondents requested and supported the commuting of Wilson's sentence to life imprisonment or that he be granted clemency. Wilson's sentence was commuted to life imprisonment by Governor Folsom on September 29, 1958. Prominent correspondents include Averell Harriman, New York Governor, John Foster Dulles, U.S. Secretary of State; and Martin L. King, Jr., Civil Rights Leader. Of particular interest are letters from individual chapters of the NAACP; files that record contributions sent to the Governor's office on Wilson's behalf; a file of correspondents expressing favor in Wilson's execution; a file containing a letter from Dr. Martin L. King on behalf of the Congress of Racial Equality (CORE); and a file recording correspondence from the U.S. Secretary of State John F. Dulles.

Papers containing correspondence, administrative files, publications,newspapers, etc. These papers relate primarily to Wade's activities with the Alabama State Federation of Labor and as Director of the State Labor Department under Governor Folsom. There is also information relating to Wade's work as a panel member of the Regional War Labor Board. These papers document the history of labor, labor unions, and the state's role in labor in Alabama during the late 1930s, 1940s and early 1950s.

Medical College of Alabama. Office of the Dean. Dean's Administrative Files 1939-1950.

Title: Dean's Administrative Files 1939-1950.

The administrative files of Dr. Roy R. Kracke were primarily created between 1944 and 1950 although some materials, primarily contracts relating to the construction of Jefferson Hospital, date back to 1939. The files consist of correspondence and reports documenting the organization and day-to-day operation of the Medical College. Correspondence provides information about Kracke's efforts to recruit faculty and staff and to organize clinical departments. Correspondence also provides information about the lack of operating funds created by the heavy burden of caring for indigent patients. Correspondence with local community leaders also documents Kracke's efforts to create a medical center. Additional materials document Kracke's administrative relations with presidents of the University of Alabama and the operations of Jefferson-Hillman Hospital (later University Hospital). Reports provide information about research activities, patient care, and the Medical College curriculum.
