This commission was created by the Legislature under the Laws of 1946, Chapter 353. The governor and the legislature each appointed half of its 30 members. Its mission was to examine higher education throughout New York State and to make recommendations for future needs.

The commission met eight times between August 23, 1946 and January 12, 1948. In its final report the commission recommended a great expansion of higher educational facilities within the state, including the establishment of a State University system, establishing two medical centers and a school of veterinary medicine, extending state aid to existing private medical schools, and expanding teacher training, the number of community colleges, and student scholarship programs. It also recommended initiating counseling programs within higher education and preparing for graduate programs' growth as needs for specific programs arose.

Dr. Whipple's papers are almost wholely devoted to the work of his laboratory, and to his organizational activities outside Rochester. There is very little material reflecting his role as Dean of the Medical School. The collection includes scientific and personal correspondence; laboratory work data; & organizational files. Of particular interest are the files pertaining to his involvement with the Rockefeller Foundation & the Rockfeller Institute; his activities with the AMA and FASEB in response to the anti-vivisection movement; and his membership on the New York State Temporary Commission on the Need for a State University (1946-48), which resulted in the formation of the SUNY system.
