Title: Militia correspondence, 1874-1878.

The governor of Ala. serves as the commander in chief of the State Militia. This series contains letters to the governor relating to the Militia and military affairs. Approximately half of this series consists of letters from the subsistence office of the U.S. Army in New Orleans, La. The letters serve as receipts to the Ala. state government. They state that the Office of Subsistence had received the bacon they had ordered, the amount, the name of the government agent, and the date the bacon was received. Another topic discussed is the granting of commissions. One letter describes how a military company was given commissions, but that the Adjutant General, Thomas N. Macartney, had recalled them and wanted to cancel the commissions. The rest of the letters discuss the need for arms and ammunition. One letter is from J.T. Murfee, the president of Howard College in Marion, Ala. The next letter is from "the Southern Argus," a Selma, Ala. newspaper. It describes the Selma Blues, "a colored military company," and requests that Governor Houston address the company. The final letter is from the Ala. Institution for the Deaf, Dumb, and the Blind in Talladega, Ala. The letter requests the shipment of arms to the institution because "the young men of the place have organized themselves into a military company." Isaac H. Vincent served as private secretary to Houston and some of the letters are addressed to him.

Title: Administrative files, 1882-1886.

This series consists of the administrative files of Governor Edward Asbury O'Neal. It contains correspondence, telegrams, receipts, affidavits, and financial reports. The bulk of this series consists of records pertaining to the case of State Treasurer Isaac H. Vincent and his theft of $250,000 from the state treasury. The forms of materials include correspondence, a copy of Vincent's bond outlining his obligations as State Treasurer, court records, and telegrams. Vincent's flight out of Ala. and into either Canada or Mexico is traced by letters from various officials and Pinkerton's National Detective Agency. It was finally believed that Vincent fled to Mexico. Some of the major correspondents are William A. Pinkerton, James J. Robinson, W.H. Springfield, James W. Lapsley, Robert McKee, and Governor Edward Asbury O'Neal. It is interesting to note that letters from various banks throughout the U.S. indicate that the banks would continue to extend Ala.'s credit despite Ala.'s crisis. Also included in this series are financial and Building Committee reports about the Agricultural and Mechanical College, the University of Ala., and from the Ala. Hospital for the Insane. The financial reports were compiled by the newly formed Office of Examiner of Public Accounts. James W. Lapsley was one of the examiners that signed these two documents. The Building Committee reports were filed with the State Auditor. This series also includes Thanksgiving Day proclamations from such states as Ill., Ky., Conn., N.H., Del., and the Territory of Montana.

Executive documents usually consisted of reports which accompanied the Governor's annual message to the General Assembly or Legislature. Included, for example, are annual reports of the Auditor, the State Financial Agents, the Board of Trustees of the Freedman's Hospital, the Inspector of the Alabama Penitentiary, and the Superintendent of Education, as well as special reports and copies of agreements. The documents were originally submitted to the Governor and were bound together by fiscal or calendar year. They served to inform officials of activities, operations, problems, and recommendations for legislation.

The governor of Ala. may extradite criminals from other states or be asked to return criminals found in Ala. to other states. The process may also be referred to as requisition. This series consists of letters to Governor Houston concerning requests for and receipts of extraditions and requisitions. The letters also describe the crimes committed by the fugitives. One set of letters describes how three Miss. convicts, Charles Ball, Essex Brown, and Jeff Williams, convicted of grand larceny, escaped from the penitentiary. They fled to Pickens Co., Ala., where they were arrested by the sheriff while they were "attempting to steal clothes to exchange for their convict suits." The sheriff of Columbus, Miss. requests the extradition of these fugitives to Miss. Another letter describes the request for a requisition in order to extradite a convict named Dolly Hodges, who was charged with bigamy in the State of Tenn. Some of the letters have been signed by Houston's private secretary, Isaac H. Vincent. There are two oversized documents in this series. One is an extradition from the State of Ga. to the State of Ala. and the other is from the State of Ala. to the State of Ga.

Title: Appointments files, 1882-1886.

The governor of Ala. is responsible for making appointments to various state and local offices and for signing grants and commissions. This series consists of letters and petitions relating to appointments, appointment recommendations, and resignations. The main state-appointed positions, for which petitions and letters of recommendations were sent to the governor, are watchman of the capitol building and grounds, Ordnance Sergeant of the Ala. troops, and Inspectors of the Penitentiary (also referred to as Inspector of Convicts). In 1885, the title "Board of Inspectors of the Penitentiary" was legislatively changed to "Board of Inspectors of Convicts." Another position for which petitions and letters were sent is for the office of judge of the seventh judicial circuit of Ala. Some of the letters are to or from William C. Oates, J.L. Pugh, prison inspector J.H. Judkins, the governor's private secretary Robert McKee, attorney J.G. Harris, and former Governor Rufus Wills Cobb. Also included are letters about Rufus Wills Cobb, J.H. Judkins, and J.G. Harris. The letter from Robert McKee is a recommendation for Dr. Henry J. Winn of Birmingham to be appointed to the position of Superintendent of Convicts. The letters from and about Rufus Wills Cobb pertain to his appointment as judge of the seventh judicial circuit of Ala. The oversized folder contains the appointment of James W. Lapsley to the office of agent of the State of Ala. within the Republic of Mexico, ordering him to return Isaac H. Vincent to Ala.
