Papers of John McCarthney Taylor consist of a bond, dated 1861, issued by the Police Jury of East Baton Rouge Parish for the purpose of arming and equipping Taylor's cavalry company; a United States Internal Revenue license, dated 1866, issued for the occupation of manufacturer; a tax receipt, 1866, issued to A. Monton, Jr., by the Board of Education for Freedmen for 1864 taxes in East Baton Rouge Parish; and a Confederate States of America tax receipt, dated 1864.

This collection consists of microfilm of transcriptions of police jury meeting minutes and indices for East Baton Rouge Parish between 1827 and 1928. The records document government functions such as elections, road building, public health, law enforcement, parish budgets and taxes, the development of education for blacks and whites, the battle to control yellow fever, livestock maintenance, transportation, flood control, and levee building. They concern topics such as citizen participation in and expectations of government, settlement of the state's rural areas and changes in land ownership, local ordinances governing slavery and local attitudes about it, as well as the changing status of African Americans after emancipation. The records also contain genealogical information useful in identifying ancestors' places of residence, death dates, and role in their communities. The transcriptions were made between around 1939 and 1942 as part of the Louisiana Historical Records Survey, administered through Louisiana State University.
