Copy by Pope of his letter to Abraham Lincoln of June 16, 1861, complaining that Secretary of War Simon Cameron had promoted all his own friends of lower rank than Pope to be brigadier generals, while appointing none from Illinois. Also letter of June 18, 1861 to Archibald Williams of Quincy, Illinois elaborating on Pope's complaint and enclosing the copy of the letter to Lincoln.
