The papers consist largely of correspondence between Charlotte A. Phipps Miller and David Chambers Miller when he was a student at Emory & Henry and a lawyer in Rogersville, Tenn. and she a student at the Rogersville Female Academy. There are a few wartime letters sending news of family and friends while Miller was a member of Co. K, 19th regt., Tennessee Volunteers, C.S.A. Miller's letters, 1866-1869, from Liberty Academy, 7 Mile Ford, Smyth County, Va. describe his life as a school teacher and political refugee. The collection also contains some wartime letters of Mrs. Miller's brother, her schoolgirl essays, her commonplace book with 1861 diary entries, and photographs of the Millers and his father Jacob. Of interest is a petition, 1860, to John Letcher from a group of Halifax County, Va. citizens asking that the death sentence for a slave convicted of rape be commuted to transportation.

The collection consists of ten letters, chiefly addressed to Jones while he was a student at the University of Virginia, and also some letters to other members of the Jones family of Louisa County, Va. Most of the correspondence discusses family news and domestic matters. Other topics included are a gubernatorial election, 1859, a view of camp life at Camp Fairfax during the Civil War, religious services, and the scholastic careers of the Jones youths.

The collection pertains to Alexander Walker, a merchant, mill owner and militia captain, his siblings and five generations of descendants, and includes correspondence, business and legal papers, memoirs, autographs, military documents, poems and ledgers. Much of the correspondence is between Alexander and his brother John who immigrated to Missouri. There are also Civil War letters of Sam A. Walker, 14th Virginia Cavalry. In addition to family news, topics include early settlement,land speculation, and politics in Missouri; Virginia politics; emigration to Tennessee; commerce; epidemics; slavery and emancipation; and the Civil War. There are also letters concerning ironworks in Rockbridge County, Va., and the California gold rush. Business and legal papers contain documents re slave sales and hirings, and a Confederate "tax in kind" form, as well as items pertaining to John Walker's will; insurance; Snicker's Gap Turnpike Company; and the James River and Kanawha Company. A series of land grants signed by early Virginia and Kentucky governors including James Monroe and John Tyler and autographs of prominent Virginia figures are also present. The collection also contains a small group of Virginia military papers; some printed and miscellaneous papers including a pamphlet regarding the Freedman's Bank Swindle and a notice re an auction of Alexander Stuart's land and slaves; ledgers and an account book of Walker family members which contain genealogical information; and a statement of the Graham Society of Washington College.

The main family members are as follows: Cowles Miles (Myles) Collier (1836-1908), his wife Hannah Celeste Shackleford Collier (1841-1913), their children Barron Gift Collier, Charles Miles Collier, Euphan Marshall Collier and Georgia Shackleford Collier, Georgia's husband Edward Trippe Comer and cousin Harriet Castlen, Edward Comer's brothers Hugh Moss Comer and Braxton Bragg Comer. The collection mainly documents the Civil War career of Cowles Miles Collier, particularly his time at the Arsenal in Augusta and his service on the USS Wabash, as well as his career as an artist in New York City; the marriage and lives of Georgia Shackleford Comer and Edward Trippe Comer, Edward Comer's time as a rancher in Texas, their farm at Millhaven, Georgia and the death of Edward Comer. Included in the collection is Collier's log book from the USS Wabash, Civil War administrative documents and correspondence from the Augusta Arsenal, and post-war Confederate magazines and meeting advertisements. Also included are several envelopes of genealogical documents on the Collier family. There are a large amount of family photographs and negatives (film and glass) dating from approximately 1860 to the 1930s. Subjects include family members, family homes, vacation pictures from Yellowstone National Park, Maine and nautical scenes. There are also sketchbooks belonging to CM Collier containing pencil and charcoal sketches and watercolors. The collection contains several artifacts, including a razor, artis''s palette, a box of paintbrushes, a leather wallet, locks of hair, picture frames, ribbons and pressed flowers.

In a letter 1858 October 14. Heath describes the changes at the University during his two years of absence: the construction of an infirmary, gymnasium and a new hotel; the repair and cleansing of the buildings "since the sickness that prevailed last session." Heath then praises the site of the University and its views and says "it alone has rendered the illustrious sage of Monticello immortal." In a letter 1859 April 23, Heath cmments on conditions in Onancock [Va.] and Tyler's "ministerial charge" there. Heath states that "we lately held an election at the University among the students to know whom we would have governor of Virginia had we the power of electing from the two candidates now before the people for their suffrages." He notes that, among Virginia students, Goggin was elected by eight votes, but among all students, Letcher was elected by a majority of seven. He encloses two newspapers [not present]: one about the mock election and one with an article about charges of "proselytism" brought against Dr. McGuffey by Mr. Jeter. The charges center on statements made by McGuffey about forms of baptism. In a letter 1859 July 2 Heath comments on departing from the University [of Virginia] after the conclusion of his examinations. He travelled from Charlottesville to Norfolk "a distance of 208 miles in thirteen hours." He will stay in Norfolk to see the celebrations of July 4, there and in Portsmouth, which are held "with great pomp and splendor." Heath wishes Tyler much happiness on the day and hopes that all will "celebrate it in a manner worthy of a nation who claims by its Declaration to be the proudest, freeest [sic], happiest on the great sphere." Heath closes with a promise to visit Tyler in Onancock [Va.] as soon as he is able.

Huger's papers trace his army career from West Point through the Mexican and Civil wars to retirement in Fauquier County, Va. During the Mexican War he served as Winfield Scott's chief of ordnance and the bulk of the papers are from this command. They include personal and official correspondence, statistics, accounts, orders, reports, maps and a small account book that originally belonged to a paymaster in the Mexican Army. The collection also contains correspondence from family in Charleston, S. C., from family and friends abroad, from friends serving in the Seminole Indian wars in Florida and from an 1850 tour of European ordnance manufacturers. An interesting group attempts to prove Huger's innocence in the Talcott affair involving an unauthorized purchase of shot. The Civil War papers contain correspondence from his sons in Texas and a letter book recording prisoner exchanges and truces for burial and search details. Post war papers of Huger and his sons try to vindicate his conduct in the battle of Seven Pines. The collection also contains an extract from the journal of Robert Kirkwood describing the battle of Camden, S. C. in 1780. Correspondents include Judah P. Benjamin, Charles M. Conrad, Jefferson Davis, Josiah Gorgas, Hugh Swinton Legaré, Fitzhugh Lee, Robert E. Lee, Joel R. Poinsett, George Wythe Randolph, Daniel E. Sickles, Gustavus W. Smith, Leroy Pope Walker and John E. Wool. There are also documents signed by John C. Calhoun, Henry Clay and John Letcher.

Huger's papers trace his army career from West Point through the Mexican and Civil wars to retirement in Fauquier County, Va. During the Mexican War he served as Winfield Scott's chief of ordnance and the bulk of the papers are from this command. They include personal and official correspondence, statistics, accounts, orders, reports, maps and a small account book that originally belonged to a paymaster in the Mexican Army. The collection also contains correspondence from family in Charleston, S.C., from family and friends abroad, from friends serving in the Seminole Indian wars in Florida and from an 1850 tour of European ordnance manufacturers. An interesting group attempts to prove Huger's innocence in the Talcott affair involving an unauthorized purchase of shot. The Civil War papers contain correspondence from his sons in Texas and a letter book recording prisoner exchanges and truces for burial and search details. Post war papers of Huger and his sons try to vindicate his conduct in the battle of Seven Pines. The collection also contains an extract from the journal of Robert Kirkwood describing the battle of Camden, S.C. in 1780. Correspondents include Judah P. Benjamin, Charles M. Conrad, Jefferson Davis, Josiah Gorgas, Hugh Swinton Legaré, Fitzhugh Lee, Robert E. Lee, Joel R. Poinsett, George Wythe Randolph, Daniel E. Sickles, Gustavus W. Smith, Leroy Pope Walker and John E. This letterbook, 1861, contains copies of the official correspondence of Harrison Ball Tomlin (1815-1897) while commanding Confederate forces at West Point, Va. The letters concern troop enlistment and supply requests. Correpondents in the letterbook include Robert Edward Lee (1807-1870), Robert Selden Garnett (1819-1861), John Bankhead Magruder (1807-1871), and John Letcher (1813-1884). Tomlin's Battalion later joined the 53rd Virginia Infantry Regiment.

Most can be grouped under a few major subjects: the Civil War, Richmond, Va. government and civic activities, Virginia government, U.S. government finances and programs and World War II. Biographical material on leaders in the above areas is present. Among the items and files are transcripts of Civil War diaries of William Randolph Smith of Co. F. 17th Regt. Va. Infantry who participated in the 1862 Peninsular battles, and of John Price Kepner of Co. I, 6th Pennsylvania Cavalry, a surgeon's assistant; an original and 2 transcripts of post war Jefferson Davis letters in which he denies a plot to assassinate Lincoln; speeches, 1866 & '71 of Alexander Hamilton Stephens, copies of Civil War grafitti on the walls of Massaponax Baptist Church, a sketch of J.E.B. Stuart by Freeman, and Sherman's march through Georgia by I. Schiehert and Charles Scott Venable. There are also transcripts of letters from Matthew Fontaine Maury, John Singleton Mosby and John Adams to John Marshall. Original correspondence includes letters or short notes from Harry Flood Byrd, James Cannon, Dabney Stewart Lancaster, and Colgate Whitehead Darden. Mayors around the country write regarding their cities' Sunday closing laws. Walter Francis White and Robert Russa Moten enquire about an unusual suicide/murder case in Warrenton, Va. Other original material includes a signed ode on Richmond by Mary Johnston, Homage to Colonel Esmond by James Branch Cabell, ; a photograph of Freeman with Charles A. Lindbergh and photos of World War I artillery. In the World War II material are Associated Press bulletins, photos of concentration camp victims, letters written during the London blitz, responses to his editorials and releases from William Allen White's Committee to defend America by aiding the allies. Of interest is a letter from from John S. Mosby to Judge Reuben Page, 1902, reminiscing about the election of 1860, the Civil War and commenting on an 1860 slave sale in Abingdon, and slavery as the cause of the war and mentining William L. Yancey, John Letcher, the 1st Battle of Bull Run. Also of interest is a file on Virginia vs. Freeman, 1917, in which the News leader was tried for contempt of the county court of Charlotte Co. The files also contain Freeman editorials on tariffs, budgets, the defeat of peace and the 1948 Berlin crises.

In a letter, 1832 May 18, Joseph William Chinn, Washington, asks Secretary of War Lewis Cass to appoint Dr. Thomas M. Lewis as assistant surgeon in the U.S. Army. In a letter, 1849 August 17,the Rev. Abner Leavenworth, Milford, Conn., writes "to all at home" about his journey from Petersburg, Va., to New York and Connecticut to interview applicants for a position at his Leavenworth Academy and College Seminary for Young Ladies. He mentions attending commencement at Yale and a family friend Frederick John Kingsbury and concludes with a "Howdy" to the servant. In a retained copy of a letter, 1845 May 27, Thomas B. Evans, Middlesex County, Va., writes to Oliver D. Wells to discuss settlement of a dispute with J. B. Bagley of Portsmouth over the C. Island Saw Mill in which Bagley would supply Perry and Wells with a quantity of "merchantable cypress lumber." In letter, 1850, August 24, James Young, Rainsboro, Ohio, asks John Letcher, Lexington, Va., to serve as his attorney in some matters involving the estate of Virginia governor James McDowell. The collection also contains ten letters to Loudoun County, Va., lawyer and Confederate Major John Moore Orr, 1850-1887. His correspondents include Enoch J. Cantwell, Elizabeth C. Fitzhugh, William Graham, Virginia Hutchinson, Daniel Janney, Samuel L. Jenkins, John S. Pollock, W. A. Stepenson, Robert Tyler, and Joseph B. Watters. Topics include guardianship of children, estate settlements (including the sale of slaves), legal cases, purchase of cedar posts, and the Hygeia Hotel at Old Point [Comfort] as the Saratoga of the South. The collection also contains fifteen letters to John Fitzgerald pertaining to the Virginia tobacco trade, 1847-1852. Letters discuss current prices; anticipated effect on the trade of the closing of the canal, a cholera epidemic, drought, competition from Kentucky, and revolutions in Europe; cost of shipping insurance; inspections; and other commodities including hogs. Correspondents include Winfree & Sheppard, Winfree & Watkins, and Sheppard and Williamson, tobacco factors, as well as Captain Thomas C. Eppes, and James Gray. Of interest is a compilation [in Fitzgerald's hand?] of a several slave lists for an undetermined purpose. The collection also contains a letter to Fitzgerald from Methodist clergyman James E. Governor Letcher's Executive papers are organized into two series. Series have been designated for Chronological files and Subject files. The bulk of the material can be found in the Chronological files' series which primarily consists of incoming correspondence between 1860 to 1863. Although Governor Letcher did not take office until 1860, there is correspondence addressed to Governor Letcher soon after he was elected between November and December 1859. Correspondence, court cases, telegrams, poll books, pardons, proceedings, receipts, clippings, reports, petitions, resignations, contracts, proclamations, requisitions, resolutions, and other items can be found in this series. Noteworthy correspondents include Jefferson Davis, Gen. Robert E. Lee, Stonewall Jackson, Joseph R. Anderson (President Tredegar Iron Works), L.P. Walker & James A. Seddon (C.S.A. Secretaries of War), and James Mallory (C.S.A. Secretary of the Navy). The correspondence from Jefferson Davis involves Virginia troops (May 2, 1861), the reduction of service for some soldiers' companies (July 16, 1861), the enrollment of conscripts (Dec. 2, 1862), and the reduction of the number of slaves working on fortifications (Feb. 25, 1863 & March 5, 1863). As commander of all land and naval forces in Virginia, Gen. Robert E. Lee received correspondence referred from Governor Letcher. One such letter relates to the civil and military government alleged to have been established in Norfolk and Portsmouth (March 24, 1862). These letters include Lee's response written on the endorsement. Stonewall Jackson wrote Governor Letcher on several occasions. On October 12, 1861, Jackson wrote regarding Letcher's intended visit. On January 31, 1862, Jackson wrote Letcher complaining about an order from the Secretary of War to fall back from Romney. Jackson expresses his opposition to this order and requests a resignation and another order to be sent back to the Virginia Military Institute. Joseph R. Anderson wrote to Governor Letcher asking him to exempt workers at Tredegar from volunteer service (May 7, 1861) and for other purposes. Also included is a contract between Anderson and the Board of Commissioners to manufacture arms (Aug. 23, 1860). A letter from Secretary of the Navy, James Mallory, involves the transfer of the steamers Jamestown and Yorktown to the Confederate navy (July 15, 1861). Much of the correspondence to Governor Letcher consists of recommendations of Virginians for appointments. The governor appointed coroners; inspectors of salt, flour, tobacco, warehouses and vessels; commissioners; Bank of Virginia directors; and notaries, in addition to positions in the Provisional Army. Numerous petitions accompany these recommendations. Letters by individuals stating their desire to be considered for a particular position are also present. One such letter from Elizabeth L. Stuart asks the governor to reserve a position in the Virginia Provisional Army for her son, Jeb Stuart (April 23, 1861). Governor Letcher dealt with numerous such requests for commissions in the Provisional Army before the governor transferred all Virginia's forces to the Confederate States. Also common are letters and telegrams, mostly from April 1861, to the governor from individuals in support of secession and others who are tendering their service for the war effort. Letcher sent letters to the convention nominating colonels, calling volunteers into service, and issuing commissions (May 1-2, 1861). Letcher nominated Robert E. Lee as commander of all land and naval forces with the rank of Major General (April 22, 1861) and also Thomas J. Jackson as colonel of volunteers. Along these same lines are various requests for exemptions from military service. An ordinance of the convention exempted railroad officers and employees from service. A list of Central Railroad exemptions can be found in these papers (July 16, 1861). An important function of the governor was issuing reprieves and pardons. Copies of court cases, clippings, petitions, and correspondence supplement the pardons. All of the pardon papers are filed separately in the chronological series at the end of each month. One significant pardon involved the case of Notley P. Adams of Patrick County who was charged with arson. Letcher pardoned Adams in December 1863, after he served three years in the penitentiary. A map of the area in Patrick County where the crime was committed is included in the papers. The governor also received and issued proclamations and requisitions regarding escaped convicts and fugitives. Significant are the requisitions involving conspirators who assisted John Brown in his raid on Harper's Ferry (see below). Other noteworthy documents within the chronological series include: a rough copy of the ordinance of the Virginia Convention defining the duties of the Advisory Council (April 23, 1861); a letter from the Virginia Convention to Jefferson Davis inviting him to make Richmond the seat of government of the Confederacy (April 27, 1861); an anonymous letter to Letcher warning of the U.S. government's intention to take Arlington Heights (May 6, 1861); a letter from Letcher to Sam Houston, Governor of Texas, enclosing a copy of the resolution in response to the request of South Carolina and Mississippi for a Conference of the Southern States (May 24, 1860); a resolution of the state of Tennessee on state's rights (May 24, 1860); telegrams from the states of Florida, Alabama, and Mississippi announcing their secession from the Union (Jan. 10-12, 1861); a proclamation by Letcher to the people of northwestern Virginia regarding secession (June 17, 1861); deed of the state of Virginia to the Confederate States of America transferring property including all the machinery and stores at Harper's Ferry and the armory in Richmond (Oct. 3, 1861). A drawing of a "steam gun" designed by Philip Strickler (Oct. 29, 1861); a message from Letcher to the General Assembly announcing the death of former President John Tyler (Jan. 18, 1862); a 15-page report by Jeb Stuart to Gen. Lee on the Pamunkey expedition (June 23, 1862); lists of negro convicts employed by Joseph R. Anderson & Co. (Sept. 3, 1862); a list of prisoners taken by Maj. Gen. Floyd confined in the State Armory (Dec. 29-30, 1862); report of S. Bassett French calculating the slave population in those counties where requisitions were made for slaves to work on fortifications (March 20, 1863); deed of the Hollywood Cemetery Company to the Commonwealth of Virginia for a section to bury President Tyler (March 17, 1863); a telegram from James P. Smith, Guineas Station, to Letcher regarding the condition of Gen. Jackson (May 5, 1863); and a message from Letcher to the House of Delegates transmitting a statement of the number of troops furnished the Confederate States by Virginia (Oct. 8, 1863). The second series of Governor Letcher's Executive papers contains subject files. There are three subjects represented in this series: the Advisory Council, John Brown's Raid, and Railroads. The materials related to the Advisory Council include correspondence, proceedings, and reports of committees between April and June of 1861. Governor Letcher often referred correspondence to the Advisory Council and the endorsement on the letter details the Council's action with regard to the letter. One letter, in particular, from Robert E. Lee is relevant to the preparations for the defense of Virginia (June 15, 1861). The majority of the correspondence, however, concerns appointments in the Provisional Army and other military matters. The proceedings contain reports of the Committee for Courts of Justice, the Committee of Propositions and Grievances, the Committee on Finance, and the Committee on Military Affairs. The John Brown's Raid documents include correspondence related to the request for pardon of conspirators, Aaron D. Stevens and Albert Hazlett, and information concerning fugitive conspirators Barclay Cappoc, Owen Brown, and Francis Merriam. Particularly interesting is a printed protest by the Democratic members of the Iowa General Assembly condemning Governor Kirkwood's refusal to extradite Barclay Cappoc. There are copies of the indictments for Francis Merriam, Jeremiah Anderson, Owen Brown, and Charles P. Tidd. Military expenses incurred by militia, yet unpaid, are also documented here. Lastly, material concerning railroads include correspondence with regard to railroad connections and the ordinance of the convention relieving railroad workers from military duty and arming them for the defense of the railroads. A roll of the Richmond & Danville Railroad Guard is included. Accession 19736 has been included in Governor Letcher's Executive Papers. This accession consists of a letter from Susan E. Wash to Governor Letcher asking that her husband be relieved from military service. Endorsement of Gov. Letcher, dated May 7, 1861, grants the request. Accession 19923 has been included in Governor Letcher's Executive Papers. This accession consists of a letter from Major Gen. T.J. Jackson, Winchester, to Governor Letcher. In this letter, Jackson comments on the military situation and requests reinforcements and arms to be sent to Winchester, Nov. 30, 1861. Accession 33651 has been included in Governor Letcher's Executive Papers. This accession consists of a letter from John H. Winder to Governor Letcher regarding the sentence of J.C. Northwood, April 6, 1863.

The papers consist largely of correspondence between Charlotte A. Phipps Miller and David Chambers Miller when he was a student at Emory & Henry and a lawyer in Rogersville, Tenn. and she a student at the Rogersville Female Academy. There are a few wartime letters sending news of family and friends while Miller was a member of Co. K, 19th regt., Tennessee Volunteers, C.S.A. Miller's letters, 1866-1869, from Liberty Academy, 7 Mile Ford, Smyth County, Va. describe his life as a school teacher and political refugee. The collection also contains some wartime letters of Mrs. Miller's brother, her schoolgirl essays, her commonplace book with 1861 diary entries, and photographs of the Millers and his father Jacob. Of interest is a petition, 1860, to John Letcher from a group of Halifax County, Va. citizens asking that the death sentence for a slave convicted of rape be commuted to transportation.
