Title: Wisconsin bridge system card file and database, 1970-1995.

Information on Wisconsin bridges as defined and required by federal 23 CFR part 650 and Wis. ADM Trans. 212. Bridge definition includes other structures, e.g. type culverts, retaining walls, noise barriers, overhead sign structures, etc. as defined in above regulations. Database information contains structure description, classification, location, design, material, route, detour, traffic, inspection and maintenance data, and other items. Database includes federal aid bridges, 1970-1979, and all federal and non-federal aid bridges from 1979 to the present. The database's predecessor was a file of cards with information about the bridge on the front and a photograph of the bridge on the back. Information is used by DOT to accomplish required reporting to FHWA and to administer/maintain the vast Wisconsin transportation system network. Information is also used in route assignment for carrier oversize permits. The photograph cards in archival custody represent only bridges that have been torn down or replaced.

Title: Photolog file, 1974-1995.

Photographic documentation of the national highway system in Wisconsin: state highways (STH), U.S. highways (USH), and interstate highways (IH). The file not only captures the appearance of the road itself, but also the nearby landscape, vegetation, and the built environment. Because the filming was done with relative frequency, the series illustrates changes over time. Between 1974-1996 the file was created by a camera mounted on the driver's side of the vehicle. It recorded an image every 1/100th of a mile (52.8 ft). In 1996 the agency began creating digital images and a second image was also taken by a camera aimed toward the side of the road.

Title: Certified town, city, and village plats, 1940-1992.

Files consisting of the original certified plats submitted by the town and village boards and city councils pursuant to section 86.302(1) of the Wisconsin Statutes and federal 23 CFR 460 and 23 USC 402(c). The maps show state trunks, county trunks, local roads, and bridges (but not land ownership). Certification was accomplished annually until 1990, biennially thereafter. Files are for the years 1946, 1951, 1961, 1971, 1981, and 1992. Plats, certified mileage statements, and other information are used for apportioning federal highway safety funds and state transportation aid payments. This information is also used in annexations, jurisdictional transfers of road authority, and construction/realignment of roads. These plats provide the state official singular graphic compilation showing cumulative and historical impacts of administrative and jurisdictional changes on highways in all Wisconsin municipalities. Plats are also used after each decennial census to realign congressional, state, and local districts to reflect population trends. The certified plats are a basic document used by the Legislature and State Cartographer to reapportion the state into equal voting districts by population.

Files containing applications and supporting documentation for business firms seeking certification and annual recertification as a Disadvantaged Business Enterprise (DBE) under the DBE program requirements of federal 49 CFR 23 as administered by the Wisconsin Department of Transportation. Certification as a DBE or joint venture DBE identifies a firm as a small business firm independently owned and controlled by one or more socially and economically disadvantaged person. It also identifies that the firm possesses the resources/expertise to operate in the firm's field of work. Certification is for participation in the DBE program. If a DBE firm does business in another state, Wisconsin will forward certification information to the other state through reciprocity agreements. Supporting documentation involves financial, operational, cultural, social, and legal aspects of each applicant firm and its principals. Information includes but is not limited to the firm's gross receipts for three previous years, tax returns, business status affidavits, loans, contracts, birth/naturalization/tribal roll certificates, partnership/incorporation agreements, board/stockholder minutes, insurance, worker's compensation, firm work history, contracts, on-site reviews, third party/court challenges, hearings, decision letters, etc.
