He provides details of his miltary service as an agent tracking German Nazi war criminals who had escaped to South America for the United States Army Counter Intelligence Corps. He mentions his brief marriage to a German national and explains his decision to leave the military to pursue law at St. Mary's University in San Antonio, Texas. He discusses his heavy work schedule while attending law school and thanks Dean Ernest A. Raba for finding him work with the law firm of Matt (Mattías William) García. He mentions his exposure to politics during his time at Matt García, and explains his return to Uvalde to practice law. T. Stephen's charges in 1958 of Communist influence within the UPWA, and a notebook used by Helstein during contract bargaining in the 1960s. He speaks of his family's business enterprises and his brief alignment with the Republican Party during the popularity of the Democratic Party's Viva Kennedy Clubs. He assails the patrón system controlling politics in Webb County and South Texas and refers to the long reign of Laredo mayor J. C. 'Pepe' Martin, Jr. (Joseph Claude Martin, Jr.). He stresses his parents' emphasis on education and mentions his occasional foray into Nuevo Laredo, Mexico. He contrasts the social differences of Laredo, essentially a Mexican-American community, with that of Anglo-American dominated Kingsville, Texas, and describes his first exposure to race discrimination while at Texas A&I-Kingsville (Texas A&M University-Kingsville). He discusses his participation in the Political Association of Spanish-speaking Organizations (PASSO) and the Laredo Club while at Texas A&I and shares his support of Carlos Truan's campaign for Texas state representative. He talks about his efforts to launch the Mexican American Youth Organization (MAYO) in Corpus Christi with Viviana Santiago (Cavada) and Guadalupe Youngblood while they worked for SER-Jobs for Progress, Inc., and notes his efforts on a VISTA (Volunteers in Service to America) project in the Mexican-American neighborhoods of Corpus Christi. He recounts the circumstances of his firing and that of his colleagues from SER by Willie (William D.) Bonilla for their MAYO involvement. He explains the successful implentation of an action plan stemming from the 1969 MAYO conference held at La Lomita Mission in Mission, Texas and details his role as secretary for the organization with Texas MAYO chairman Mario Compean in San Antonio. He reveals his own election as chairman of MAYO in 1971 and considers the demise of MAYO to be the birth of the Raza Unida Party. Raúl Yzaguirre begins with his personal background and his family's history in the Lower Rio Grande Valley of South Texas. He notes a family member's involvement with Pancho Villa and recalls his grandfather's ice business, a franchise of the Central Power and Light Company. He recounts his youthful adventures out of Corpus Christi on a fishing crew in the Gulf of Mexico and refers to Dr. Hector P. Garcia as the mentor who led Yzaguirre to organize the junior auxiliary of the American G.I. Forum. He describes the struggle with the Pharr-San Juan-Alamo ISD for early childhood education and elucidates his reasons for the walkout demonstration at Alamo High School in 1957. He notes his success on the high school debate team which resulted in his teacher's dismissal and cites race discrimination as the basis for the dismissal, and comments on his participation in Henry B. Gonzales' gubanatorial campaign in Texas. He speaks at length on his military service and medical training in the United States Air Force near Washington, D.C., and explains his career choice favoring political activism over medicine. He discusses the creation of the National Organization for Mexican American Services (NOMAS), the umbrella organization he formed to unify Mexican American groups, and declares Lyndon B. Johnson's Mexican American summit meeting undermined the organization's chances of success. He exposes Manuel Aragón as a U.S. Central Intelligence Agency infiltrator and agitator in his organization, refers to his work in the War on Poverty as an aide to Sargent Shriver in the Migrant Division of the Office of Economic Opportunity, and touches on the Mexican American Youth Organization (MAYO). He provides details on the forming of two consulting firms, Interstate Research Associates (IRA) and InterAmerica Research Associates, Inc., and relates their part in empowering the Raza Unida Party. He talks about working with members of the Southwest Council of La Raza, the forerunner of the National Council of La Raza, and starting up lobbying operations with El Congreso (National Congress of Hispanic American Citizens). Virginia Múzquiz begins with her personal and family background and that of her husband, Jesús Múzquiz. She tells about her limited basic education because she was a poor migrant farm worker, and reveals that during her long convalescence with tuberculosis beginning at age 17, she began studying English and other subjects. She discusses politics in Crystal City, Texas and her part in Juan Cornejo's election to city council (and selection as mayor) and Josés to Cornejo's affiliation with the Teamsters union and their role in organizing the United Farm Workers. She points to the work she and other Mexican American women did to register voters, pay poll taxes, and help with absentee voting, and refers to the 'Sentinela' newspaper [actually the 'Zavala County Sentinel'] in furthering their cause. She details her run for the Texas House of Representatives in 1964, notes the encouragement she received from the Political Association of Spanish-speaking Organizations (PASSO) to run for city council in Crystal City in 1965, and emphasizes her husband, a business entrepreneur, bore the cost of her campaign. She talks about the women's march in Del Rio with Enriqueta Palacios and Elvirita de la Fuente and tells about the student walk out from Crystal City High School (under the Crystal City Independent School District) to protest the race discrimination in the schools in 1969. She expounds on her thorough efforts at studying election code and serving as a poll-watcher in order to eliminate oppressive practices and voter intimidation. She explains her bid for County Clerk in Zavala County as a means to further political opportunities for the Mexican American population. She describes the efforts of Mexican American women within the Raza Unida Party and the women's trip to Fidel Castro's Cuba. She notes the power of the Barrio Club, considers her greatest triumph as County Clerk, and notes other mexican American women who have pressed for city council election in Crystal City. She Josés to Ross Perot and the effects of a third political party in American politics and debates the difficulties of unifying the Hispanic people due to the pull of the Democratic Party. She comments on a number of Hispanic baseball players and such prominent Mexican American politicians as Henry Cisneros, Albert Bustamante, failed Texas gubanatorial candidate Ramsey Muñiz, and Chicano movement activist Severita Lara. She speaks highly of Chicano movement activist Martha Cotera and explores Kay Bailey Hutchison's attitudes toward Mexican Americans.

Arcenio A. Garcia Papers MS 96., 1967-1992

Title: Arcenio A. Garcia Papers 1967-1992

Arcenio A. Garcia was elected Mayor of Cotulla, Texas in 1972 as a member of the Raza Unida Party, becoming the first Mexican-American to serve as mayor of the city. He also won the 1974 election, but was removed from the position when the city council ruled that Mr. Garcia was living outside Cotulla at the time of the election. In 1976, Garcia was elected County Commissioner of Precinct #3 in La Salle County, Texas. In addition to his positions as Mayor and County Commissioner, Garcia was a member of Barrios Unidos, a public service organization, which he served as Chairperson and Public Official on the Board. He was also editor of the bulletin El Informador (The Informer). The collection documents Garcia's work as Chairperson of Barrios Unidos, Mayor of Cotulla and County Commissioner of Precinct #3 of La Salle County. It also includes general information related to the Raza Unida Party and Garcia as a member of the Democratic Party of Texas.

José Angel Gutiérrez begins with his high school experience in race discrimination that fueled his political activism. He talks about registering Mexican American voters under the poll tax system and the intimidation of Mexican-American voters and registrants by the presence of Texas Rangers, and particularly notes abuse he personally received from notorious Texas Ranger Captain Alfred Y. Allee. Joaquin Jackson provides his personal background and reveals the reasons for the loss of his basketball scholarship while attending West Texas State College in Canyon, Texas. Jackson mentions his work with the Texas Highway Patrol and describes the selection process and how he was chosen by Captain Allee to become a Texas Ranger. Gutiérrez comments on Captain Allee's behavior in the Uvalde courtroom with Josue 'George' Garza, and Jackson details his own actions toward diffusing the situation. Jackson recalls his involvement in Crystal City to uphold the law in order to facilitate election monitoring by Rebecca Perez and Luz Gutiérrez against Sheriff Louis Sweeten's request to have monitors removed. Dr. Gutiérrez and Jackson discuss the La Casita Farms strike and they debate whether police brutality entered into the death of convicted murderer Magdaleno Dimas. Jackson expresses his dislike for unions and Gutiérrez describes a boycott of J. L. Speer's business in Zavala County which resulted in the arrest of sisters Linda (Ezalinda Lara Yedro) and Severita Lara. Gutiérrez reveals the details of his own arrest in Del Rio, Texas, his incarceration in and release from a Mexican jail, and comments on his confrontation with Captain Allee's son Alfred Allee, Jr., also a Texas Ranger. Gutiérrez points out Crystal City's move to block Texas Rangers jurisdiction within Crystal City limits, and Jackson talks about Carrizo Springs police chief Ramon Garza (later a Zavala County sheriff), commenting also on Allee and his son. Gutiérrez speaks of the first time the Raza Unida Party ran as write-in votes on election ballots in the La Salle County Commissioner's race and discusses his encounter with Bob Bullock at getting the Raza Unida Party recognized. Gutiérrez expresses his own racial bias and Jackson emphasizes the importance of education to the Mexican-American community and the detriments of the language barrier. Jackson points to the dispute over the Nueces Strip as the historical source of disparity between Mexican Americans and the Texas Rangers and speaks about early social conditions in Alpine, Texas. The two briefly mention Arturo Rodriguez, the first Mexican American Texas Ranger, and discuss Ramsey Muñiz's downfall after his arrest and incarceration on drug-related charges. Jackson concludes with his work in character roles with motion pictures actors Edward James Olmos and Tommy Lee Jones.

Roland (Rolando) S. Arriola begins with his family's background and his childhood experiences while attending one of the two segregated Catholic elementary schools in Edinburg, Texas. He conveys his developing interest in writing and journalism and cites the race discrimination he overcame to attend college. He tells about his mentor, Harry Quinn, editor of the 'Edinburgh Daily Review,' and explains how he won a Junior Historian essay contest (sponsored by the Texas Historical Commission). He recalls his feelings of alienation when he arrived in Waco and while attending Baylor University and talks about his early encounters with his future wife's Anglo-American family and their religious choices. He discusses his opportunities to write for the local newspaper, the 'Waco Tribune Herald,' and touches on his work with the Community Action Agency program. He comments on the assistance of the Mexican American Legal Defense and Educational Fund (MALDEF) to bring litigation against the schools in Waco to fight for desegration. He describes his cooperation with fellow councilman, African-American Oscar DuConge (who later became mayor of Waco) to win their election to the Waco City Council after a legal battle for single member districts and gives details on his campaign strategies. He speaks of his efforts at unifying the Hispanic population of Waco under the Alliance of Mexican Americans, consisting of three local Hispanic organizations: Sociedad Mutualista de Jornaleros, the Waco Missions, and the League of United Latin American Citizens (LULAC), and the federal funding they received. He elaborates on his work with the city council and an investigation of alleged police brutality against a Mexican American. He discusses his election as mayor of Waco and notes his participation in Mark White's campaign for governor of Texas. He shares his struggle to complete his degree at Harvard while working for the state of Massachusetts under Governor Michael Dukakis and remarks on his opportunity to work in South Texas as director for the Center for Entrepreneurship and Economic Development at the University of Texas-Pan American upon his return to Texas.
