Miscellaneous Spanish and French records of New Orleans, 1789-1816.

Title: Miscellaneous Spanish and French records of New Orleans, 1789-1816.

Manuscript records from the colonial, territorial, & early American periods. Many items are financial in nature, including bills, vouchers, receipts, etc. Among these are documents relating to the construction and repair of the Cabildo, market buildings, jails, hospitals, bridges, & levees. Several items deal with efforts to repair dangerous breaks in the city's levees. One document lists the merchant vessels that docked in New Orleans during 1797. There are numerous documents dealing with the municipal lighting department, including "chimney tax" records, basically censuses showing the number of fires or chimneys present in each of the city's buildings. There is a ca. 1804 inventory of the contents of the notarial office of Narcisse Broutin for the period 1790-1803 & there are records giving the names of local tavern keepers as well as payrolls of the municipal police officers. The latest item in the collection is an 1816 report on the subscription made for the purpose of supplying clothing to the militia during the 1814-1815 British invasion. This report lists amounts subscribed by named individuals, supplies purchased, & materials delivered to the various units stationed in the area. It is the City Archives Collection's most detailed manuscript dealing with the Battle of New Orleans. Among the individuals represented by one or more documents in the collection are Governors Carondelet, Miro, & Salcedo; the architect-builders Gilberto Guillemard, Barthelemy Lafon, & Gurlie and Guillot; merchant J.F. Merieult; & municipal officials Andres Almonester y Roxas, Juan de Castanedo, Pedro Pedesclaux, Matias de Alpuente, & Rudolph Joseph Ducros. The documents were numbered & arranged into their present order by the WPA. The WPA also prepared Spanish transcripts from the documents, as well as English translations. Because both the Spanish & English typewritten versions use the WPA order & numbering system, we have retained that arrangement for the original records as well.

Personal and business papers of Antonio Patrick Walsh. Documenting his military career in Europe and colonial Louisiana and his involvement in maritime shipping, the early papers in the collection consist of military orders from Spanish authorities conveying instructions to Walsh regarding ships he is to procure for use in possible hostilities with the British; passports granting Walsh entrance to Philadelphia, Pa., Vera Cruz, Mexico, Bordeaux, France, and other cities; and documents concerning Walsh's employment on the ship Louisiana. They include a letter from Manuel Gayoso de Lemos, the Spanish governor of Louisiana, commending Walsh for his military service on the Louisiana; papers related to cargoes of goods shipped from Vera Cruz, Mexico, to New Orleans, La.; a letter from Baron de Carondelet concerning the arming and staffing of the ship Louisiana; and a letter from Andres Lopez de Armesto, secretary of the government of the Spanish province of Louisiana and West Florida, naturalizing Walsh as a citizen of the province and mentioning his service as commander of squadron of galleys of the Mississippi. Later papers reflect Walsh's more settled life as the owner of a cotton plantation in West Feliciana Parish. They comprise receipts from merchants for purchases of building implements, foodstuffs, clothing, and other dry goods; bills of sale for the purchase and sale of slaves; travel to Dublin, Ireland, to visit family and attend the wedding of his daughter, Maria; letters concerning cotton growing and trade; and documents related to debts owed to and by Walsh. Included among the papers are a bank book and a memorandum book.

Title: Louisiana papers, 1767-1816.

This collection of papers consists of correspondence, reports, printed pamphlets, and broadsides relating to Louisiana after its occupation by Spain. The Louisiana territory comprised the Lower Mississippi River Valley, upstream to St. Louis and the Illinois country, as well as West Florida and the Texas and Arkansas area. Much of the correspondence is that of the Spanish governors or lieutenant governors with their superiors in Spain, as well as with local commandants of remote trading posts, Indian agents, squaw-men, untutored men of the border, or Indians (speaking through interpreters) The manuscripts reflect the trilingual character of the inhabitants-Spanish, French, and English-and the international conflict for possession of the lower Mississippi Valley, i.e., French Louisiana. As New Orleans was the capital of the province, most of the letters and reports are dated there, but others came from agents and correspondents throughout the entire region. Many of the documents through 1794 have been published in transcribed or translated form in Lawrence Kinnaird's Spain in the Mississippi Valley, 1765-1794, volumes 1-3 (U.S. Government Printing Office, Washington, D.C., 1949) The papers are arranged for the most part according to administrations of the governors. Included are papers relating to Antonio de Ulloa, Alexander O'Reilly, Luis de Unzaga y Amezaga, Bernardo de Gálvez, François Hector Carondelet, Manuel Gayoso de Lemos, Sebastián Calvo de la Puerta y O'Farrill, and Manuel Juan de Salcedo.

Letters comment on relations with the Osage Indians and the settlement of new immigrants in Louisiana. The transcription of a deed (1836) transferring property belonging to Jean Bres of Ouachita Parish is included. Transcriptions and translations were written by G. Filhiol in 1842. A copy of an issue (May 13, 1881) of "The Columbia Herald," Columbia, Louisiana, is available on microfilm only.

Two land grants and one indenture regarding the real property of David Ross. The first land grant consists of two documents (July 4, Oct. 1, 1771) that describe 500 acres of land, the boundaries, location, and parties involved with the transferring of land in the Manchac District, Province of West Florida, Louisiana, to David Ross. Elias Durnford and Cornelius Bradford are also mentioned in the documents. Second land grant (in Spanish) regards the transfer of 800 arpents of land in the District of Baton Rouge to David Ross, dated March 26, 1795, and bears the signature of Luis Héctor Carondelet. The indenture (Jan. 30, 1776) is between Elias Durnford and Rebecca, his wife, of the one part and Samuel Flowers of the Manchac District, exchanging $600.00 for 300 acres of the 500 acre tract belonging to David Ross.

Papers of William H. Seymour consist largely of Louisiana-related historical materials that Seymour collected. These include several slave bills of sale and slave mortgages; a document signed by Baron de Carondelet; letters to General David Bannister Morgan concerning the ownership of a piece of land near Pensacola, Fla.; bills of sale for land and property in Louisiana; Confederate broadsides regarding the requisitioning of loose farm animals; and several documents and letters concerning charges of perjury against Louisiana Governor Joshua Baker in 1868. Papers directly related to Seymour include a temperance pledge signed by Seymour, the text of a speech concerning General John A. Dix, and several grants of leave of absence from his position as notary public of Orleans Parish. Clippings of articles on Louisiana history, a booklet of general orders issued by General Benjamin F. Butler, the text of an address delivered before Congress by John Quincy Adams, and a census booklet on the historical and present condition of the state of Louisiana in 1881 are also included among the papers.

These are microfilm copies of part of the Stetson Collection at the P.K. Yonge Library of Florida History at the University of Florida, Gainesville, Fla. This set is part of a much larger collection of some 7,000 documents (approx. 130,000 sheets) photocopied from the Archivo General de Indias in Seville, Spain, in the 1920s under the patronage of John Batterson Stetson Jr. The larger Stetson Collection concerns all phases of Spanish activity in the Southeast Borderlands from 1518 to 1819. Most of the selected documents here are from Seccíon 5, "Gobierno Audiencia de Santo Domingo" and "Papeles Procedentes de la Isla de Cuba." They pertain chiefly to Spanish Louisiana, Spanish West Florida, and the second Spanish period in East Florida. Since the documents were filmed prior to the reorganization of legajos in the Archivo General de Indias, see the conversion table by Paul E. Hoffman in the inventory folder for comparison with current organization of the legajos. Manuscript records of the proceedings in eight court cases involving local citizens and interests. All began during the period of Spanish domination of the city. The cases represented in the records are: Fermin Songy vs. the succession of Pedro Rillieux (1799), Hilario Boutte vs. Claudio Chabot (1791-1800), Martin Braquier vs. the succession of Gilbert Antoine St. Maxent (1796-1798), Lorenzo Sigur vs. Isabel Larroche (1795-1796), Sigur vs. Andres Almonester y Roxas (1798), Claude Treme vs. Gilberto Guillemard (1804-1808, including documents dating back to 1797), proceedings instituted by Francisco Blache to execute the last will and testament of Luis Blondeau (1799-1803), and the succession of Gilbert Antoine St. Maxent (1784-1803). The Boutte vs. Chabot record includes testimony by the latter's wife describing the imprisonment and illness of her husband, along with details of her own business ventures. The extensive record of the St. Maxent succession documents the estate of one of colonial Louisiana's largest landowners. Also included in one of the record volumes are minutes of the Court of Pleas for the Orleans Territory (1804). Many of the documents in this record group were prepared and signed by the notary publics of the city, including Pierre Pedesclaux, Rafael Perdomo, Narcisse Broutin, and Carlos Ximenes. Also included are papers signed by the members of the judicial tribunal hearing the suits, including governors Carondelet, Casa Calvo, Miro, Galvez, and Gayoso de Lemos. Abstracts and/or partial translations are available for portions of the records. While these records probably originated in the same tribunals represented in the collection of Spanish Judicial Records held by the Louisiana State Museum, the present collection is identified as part of the municipal archives in an inventory prepared in 1845.

The papers document the land ownership of the Wall and Pettibone families. The earliest documentation relates to the Spanish land grant of 500 arpents of land in the Natchez District to John Wall in 1795 and includes papers signed by Francisco Luis Hector, Baron de Carondelet. The documents indicate that Wall received subsequent Spanish land grants. A legal document of 1820 records that Chauncey Pettibone of Concordia Parish, Louisiana, purchased the Richland Plantation, which included 1,070 acres and all slaves, livestock, and equipment on the property. A United States land grant documents that another 382 acres of the original Spanish land grants was deeded to Samuel Woods (d. 1833 or 1834) in 1833. In 1834, Chauncey Pettibone purchased half of Woods' land from the administrators of his estate, Robert L. Brandon and Joanna Woods. A plat of the Richland Plantation (1883) shows its dimensions and the lines of the original Spanish land grants. Documents from the 1870s and 1880s reflect sales of land by Henry B. Pettibone, Annie P. Merwin, George W. Merwin, and Robert L. Brandon and purchases of land by Mary P. Wall and Annie P. Merwin. Included is the marriage license of Evans S. Wall and Mary L. Pettibone.

The second letter, addressed to Carmichael and Short, reflects on growing concerns that the baron de Corondelet, the Spanish Governor of Louisiana, encouraged and assisted Native Americans in attacking the Uniter States (1792).
