Biographical History

In the response to the needs for solutions to increasingly evident problems of the environment, Governor Milliken issued Executive Order No. 1 in early April 1969, creating the Advisory Council for Environmental Quality. The Council is comprised of fifteen members, nine from government divisions and commissions that have environmental concerns as well as six members from private fields such as industry and agriculture.
