Established by Executive Order 10207 on Jan. 23, 1951, to consider the problem of providing for the internal security of the U.S. and at the same time protecting the rights of individuals; members resigned when Congress failed to pass legislation exempting them for the operation of conflict-of-interest laws; in the absence of such legislation, the president declared it virtually impossible to appoint new staisfactory members and issued Executive Order 10305 revoking the order that established the commission.
