Francis Kinlock was a lawyer, planter, and member of the Continental Congress.
Rice planter of Kensington plantation, Georgetown District, S.C.; ward of Thomas Boone, Royal Governor of South Carolina, 1761-1764; graduate, 1774, of Eton College, England; studied under Swiss historian Johannes von Muller, 1774-1777; captain, United States Army, 1778-1781; State Representative, 1779, 1787-91; Continental Congressman, 1780-81; member, South Carolina Privy Council, 1789-1790.
