New York delegate to U.S. Continental Congress, army officer and jurist.

Duer was born in Devonshire, England, and settled in New York in 1768. During the Revolution he held a number of public offices, including delegate to the New York constitutional convention and the Continental Congress, where he signed the Articles of Confederation. Later he was a member of the New York Assembly and assistant secretary of the U.S. Treasury. He resigned this post early in 1790 to plunge into land speculation, and in 1792 was sent to debtor's prison, where he spent the rest of his life.
