Biographical History

In 1973, the Minnesota Corrections Department began experimenting with an alternative to incarceration for selected property offenders through the opening of the Minnesota Restitution Center, a limited residential program with 22 beds in Minneapolis. This program provided offenders with an opportunity to make restitution to their victims without any jail service. The Center was closed in 1976 and the staff reallocated to the Restitution Unit, created to enhance and encourage more diverse use of restitution throughout the state. It served as an information bank and clearinghouse for programs, screened and provided broker services for all adult state offenders eligible for restitution programming and early release from state institutions, assisted local communities in developing restitution programs, and identified issues and problems related to restitution in an effort to find solutions to enhance and expand the use of restitution to victims of crime. In July 1979, the program was transferred to the Minnesota Corrections Board.

The Willow River Camp opened in 1951 as a minimum security prison for young men under the jurisdiction of the Youth Conservation Commission. In 1959, jurisdictional authority was transferred to the newly-formed Department of Corrections. Inmates were received solely from the State Reformatory for Men (St. Cloud). Inmates worked on forestry projects for the adjoining General C. C. Andrews Nursery until 1972 when a vocational program was introduced. This program had training in welding, machine tool, truck driving, auto-truck mechanic, and truck trailer repair. In 1977, a proposal to close the facility, relocate the program at Sauk Centre, and replace it with a high security prison was considered and, ultimately, rejected. In 1988/1989, administrative management of the facility was transferred to the combined Minnesota Correctional Facility-Willow River/Moose Lake. The Willow River site continues to be used as a minimum security facility.
