Biographical History
The State Board of Health, established in 1869, was abolished in 1879, and its functions absolved by the State Board of Health, Lunacy, and Charity until 1886, when it was reestablished. It was succeded in turn by the State Department of Health in 1914 and the Department of Public Health in 1919.
Massachusetts has administered water works and sewage disposal for the Boston metropolitan area successively through the Board of Metropolitan Sewerage Commissioners (Metropolitan Sewerage Commission) (1889-1901) and the Metropolitan Water Board (1895-1901); the Metropolitan Water and Sewerage Board (1901-1919); and the Water and Sewerage Divisions of the Metropolitan District Commission (1919-1985). Since 1985 these functions have been assigned to the Massachusetts Water Resources Authority.
St 1869, c 420 established the State Board of Health and Vital Statistics, generally known as the State Board of Health. It was abolished by St 1879, c 291, which transferred its functions to the State Board of Health, Lunacy, and Charity. St 1886, c 101 renamed that body the State Board of Lunacy and Charity and reestablished the State Board of Health. The board was succeeded in turn by the State Department of Health (St 1914, c 792) amd the Department of Public Health (St 1919, c 350, s 96).
The department's Bureau of Environmental Sanitation (St 1950, c 580, item 2015) was transferred to the Department of Environmental Quality Engineering by St 1974, c 608.
