Born in Del Mar, California and raised in San Diego, she graduated from Torrey Pines High School in San Diego before earning a B.A. and M.A. from Columbia University. After earning her master's degree, Jacobs worked for the United Nations and UNICEF. In February 2014, she began working as a contractor in the United States Department of State. She then served as a policy advisor on the Hillary Clinton 2016 presidential campaign. After the election, Jacobs formed a nonprofit called "San Diego for Every Child: The Coalition to End Child Poverty." In 2018, Jacobs ran as a Democrat for the United States House of Representatives in California's 49th congressional district; she placed third in the blanket primary election. In 2020, Jacobs ran for the United States House of Representatives in California's 53rd congressional district; she placed first in the top-two primary and won the general election.

In the 117th Congress, Jacobs serves as the Freshman Representative to the House Democratic Steering and Policy Committee, and sits on the House Committee on Foreign Affairs, the House Armed Services Committee, and the House Select Committee on Economic Disparity and Fairness in Growth. A member of the Congressional Progressive Caucus, she supports Medicare for All, wants a zero-carbon, clean energy economy by 2030, and wishes to repeal the tax cuts for the wealthy that were passed in the Tax Cuts and Jobs Act of 2017.
