Carol Devine Miller (born November 4, 1950) is an American politician. A member of the Republican Party, she has served as the U.S. representative for West Virginia's 3rd congressional district since 2019.
Born Carol Devine in Columbus, Ohio, she graduated from Bexley High School in Bexley, Ohio before earning a B.S. from Columbia College in Columbia, South Carolina. Miller worked in real estate and owned and operated Swann Ridge Bison Farm before being elected to the West Virginia House of Delegates, serving there from 2007 to 2019, eventually rising to become the body's first female Majority Whip. In 2018, Miller was elected to the U.S. House of Representatives. Miller’s focus in Congress is creating jobs, diversifying the economy, innovating and improving infrastructure, protecting America’s borders, and supporting West Virginia’s energy industries like coal, oil, and gas. She belongs to the Republican Main Street Partnership.
