The Wyoming Controversy was a conflict between the governments of Pennsylvania, Connecticut, and Britain, the Continental Congress, and the Indians over land in the Wyoming Valley in Pennsylvania.

He served as U.S. Senator from New York, 1800-1804, as minister of France, 1804-1810, and Secretary of War, 1813-1814. He had married the sister of Robert Livingston and was living in Red Hook, New York.
