Biographical History

The first National Labor Relations Board was established as an independent agency by Executive Order (E.O.) 6763, June 29, 1934, pursuant to a joint resolution of Congress (48 Stat. 1183), approved June 19, 1934. It continued the functions of its predecessor, the National Labor Board, including enforcing collective-bargaining requirements, settling labor disputes, and conducting representation elections. It operated mainly through regional boards. It was functionally abolished by the Supreme Court decision invalidating the National Industrial Recovery Act, May 27, 1935.
