Biographical History

The Treaty Implementation Division served as the U.S. Representative to the Coordinating Committee, a binational body established pursuant to the 1977 Panama Canal Treaty. It exercised technical supervision over the U.S. Cochairmen of the binational Ports and Railroad Committee; and monitored activities of the Ombudsman. The Division organized Coordinating Committee actions and activities; monitored activities of it’s subcommittees; reviewed from a treaty perspective proposals for use of Canal operating and ports areas; responded to treaty-related inquires; provided advice and recommendations on treaty issues, and carried out special projects.
