McCulley, Terence Patrick, 1957-

<p>Terence Patrick McCulley (born 1957) is the former United States Ambassador to The Ivory Coast and a retired member of the Senior Foreign Service, with the rank of Minister-Counselor. McCulley was nominated by President Barack Obama to this post on June 26, 2013, and presented his credentials to Ivorian President Alassane Ouattara on November 21, 2013. He is currently the Senior Director of the Africa practice at McLarty Associates and the Chairman of the U.S.-Nigeria Council.</p>

<p>Previously, McCulley was Ambassador to Nigeria from 2010 to 2013. Before that, he was Deputy Chief of Mission at the U.S. Embassy in Copenhagen, Denmark from 2008-2010 and served as U.S. Ambassador to the Republic of Mali from 2005-2008. From 2004-2005, he worked at the State Department in Washington, helping to coordinate reconstruction efforts in Iraq. He has been the Deputy Chief of Mission at the U.S. Embassies in Togo, Senegal, and Tunisia and also served as Consul in Mumbai, India.</p>

<p>Joining the Foreign Service in 1985, McCulley started his career in Niger, followed by assignments in South Africa and Chad. Returning to Washington in 1993, he worked for two years on Central African affairs. According to the State Department, McCulley is the recipient of four Department of State Superior Honor Awards.</p>

<p>Ambassador McCulley was born in Medford, Oregon, and grew up in Eugene, where he graduated with a Bachelor of Arts degree in European History and French Language and Literature from the University of Oregon. As a Rotary Foundation Graduate Fellow, he studied political science at the *Université de Haute Bretagne* in Rennes, France. In addition, he attended the Fletcher School of Law and Diplomacy. McCulley is fluent in French.</p>

<p>Married to Renée McCulley, the couple have two sons.</p>

<p>The next ambassador to the West African nation of Côte d’Ivoire will be Terence P. McCulley, a member of the Senior Foreign Service whose diplomatic career has been spent mostly in Africa or working on African issues. If confirmed by the Senate he would succeed Philip Carter III, who served in Abidjan starting in August 2010.</p>

<p>A native of Medford, Oregon, McCulley grew up in Eugene, where he earned a B.A. in European history and French language and literature at the University of Oregon in 1979. He attended the Université de Haute Bretagne in Rennes, France, from 1979-1980 as a Rotary Foundation Graduate Fellow, and also attended the Fletcher School of Law and Diplomacy at Tufts University.</p>

<p>Joining the Foreign Service in 1985, McCulley’s first three tours were in Niger, South Africa and Chad, working in management, consular and political reporting positions. Following his posting to Chad, he served as consul at the U.S. Consulate General in Mumbai, India.</p>

<p>From 1993 to 1995, McCulley was at the State Department in Washington, DC, serving as the desk officer for Zaire (now the Democratic Republic of the Congo) during the Rwanda genocide, the massive influx of refugees into eastern Zaire and the beginnings of the conflict in Africa’s Great Lakes region.</p>

<p>Back in Africa from 1995 to 2004, McCulley served three consecutive stints as deputy chief of mission at the U.S. embassies in Lomé, Togo, from 1995 to 1998; Dakar, Senegal, from 1998 to 2001; and Tunis, Tunisia, from 2001 to 2004.</p>

<p>In June 2004, he became the deputy coordinator for Iraq assistance in the Bureau of Near Eastern Affairs.</p>

<p>McCulley received his first ambassadorship when President George W. Bush nominated him to be ambassador to Mali in May 2005; confirmed by the Senate in June, McCulley served three years in Bamako.</p>

<p>After serving as deputy chief of mission at the embassy in Copenhagen, Denmark, from 2008 to 2010, McCulley served as ambassador to Nigeria starting in August 2010.</p>

<p>McCulley is fluent in French, and speaks some Zulu and Wolof. He and his wife, Renée, have two sons.</p>

<p>Terence McCulley served as US Ambassador to Mali, Nigeria, and Côte d’Ivoire, and as Deputy Chief of Mission and Chargé d’Affaires at US Embassies in Togo, Senegal and Tunisia, and also in Denmark. In Washington, Ambassador McCulley worked on Central African affairs during the Rwanda genocide, and from 2004-2005, he helped to coordinate reconstruction efforts in Iraq. Earlier diplomatic postings include Niger, South Africa and Chad, and Mumbai, India.</p>

<p>Ambassador McCulley is the recipient of four Department of State Superior Honor Awards, and he has been decorated as a commander of the national orders of Mali and Côte d’Ivoire by President Amadou Toumani Touré and President Alassane Ouattara.</p>

<p>As the Senior Advisor for Africa at the US Mission to the United Nations in New York in 2016, 2017 and 2018, Ambassador McCulley advanced US multilateral objectives during the annual sessions of the UN General Assembly.</p>
