Biographical History
Victor Fischer was born in Berlin, Germany in 1924. He received a bachelor's degree from the University of Wisconsin in 1948 and a Master's Degree in Community Planning from the Massachusetts Institute of Technology in 1950. He also received the Littauer Fellowship in public administration from Harvard University (1961-1962). Fischer worked as a town planner in in New Hampshire and later held several planning related positions in Alaska. He was a delegate to the Alaska Constitutional Convention (1955-1956), after which he served in the territorial House of Representatives (1957-1959) and the Alaska State Senate. He was a member of the faculty of the University of Alaska Fairbanks and of the University of Alaska Anchorage. He was primarily associated with the Institute of Social and Economic Research, of which he was director for ten years.
