Biographical History

Educated at Colgate University (B.A., 1952), University of Chicago (M.A., 1953) and Princeton University (Ph.D., 1959), Becker was New York mayor John Lindsay's Director of Budget (1966) and Assistant Secretary of the United States Army for Financial Management (1967-1972). He is a co-founder and Chairman of the Advisory Board of the Forum for United States-European Union Legal-Economic Affairs (1989- ) and acted as an advisor to the Forum for Russian Legal-Economic Affairs (1993-2000).
