Elmer L. Andersen was born in Chicago, Illinois, on June 17, 1909 to Arne and Jennie (Johnson) Andersen. He was educated in the public schools and at Junior College of Muskegon, Michigan (1928). He graduated from the University of Minnesota's School of Business Administration in 1931. In 1934 Andersen began work in the sales promotion department for the H.B. Fuller Company, St. Paul, a manufacturer of industrial and home use adhesives. By 1941 he had become president of the firm, holding that position until 1960. He remained as CEO of H. B. Fuller until 1976. Following that he formed ECM Publishers Inc., a Princeton, Minnesota-based privately held firm which owned and operated community newspapers in suburbs and small cities north of the Twin Cities.

Andersen served in the state senate from 1949-1958. He did not seek reelection in 1958. Andersen was elected governor of Minnesota in 1960 and served until 1963, losing the 1962 reelection campaign to Democrat Karl F. Rolvaag by a margin so narrow that it forced a recount. He also served on various boards, committees, commissions, and foundations.

Andersen married Eleanor Johnson on September 1, 1932. They have three children: Anthony L., Emily E., and Julian L.

Andersen died on November 15, 2004. Eleanor J. Andersen died on January 12, 2011.
