Johnson Howell was chairman of the standing committee in Rough And Ready, California, in 1850. Rough And Ready was a gold mining town best known for its brief secession from the United States, which lasted from April 7, 1850 to July 4 1850. The reasons for secession were the rampant lawlessness in the town and anger over a mining tax. The addressee of the letter, Peter H. Burnett, was governor of California from 1849 to 1851. Robert Campbell came to Rough And Ready from Missouri.
