Biographical History
William Sinkin was active in public housing and chairing the San Antonio Housing Authority Board from 1949-1953. In the 1960's he bought Texas State Bank and began a program of minority representation and small business lending, was active in organizing HemisFair (and was the first president of San Antonio Fair, Inc.), founded Urban Coalilition of San Antonio (a research and advocacy group for low-income communities and communities of color), and was Vice Chairman of Bexar County Hospital District. He was also active in the Jewish community. Fay moved to San Antonio in 1942, and was active in public health and water issues; was president of the League of Women Voters in 1947 and pushed for a sanitary engineer and sewer system; organized the Visiting Nurse Assoc. in 1952; founded the Aquifer Protection Assoc. in 1976; was elected to the Edwards Underground Water District Board (1983), where she introduced Xeriscaping to San Antonio and opposed surface water development; formed the Edwards Aquifer Preservation Trust to protect the recharge zone from overdevelopment.
