Politician and trade unionist. President of Electrical Trades Union of NSW and of the Trades and Labour Council, 1922-1928. Elected to the House of Representatives, 1928. Ministerial appointments included Assistant Minister for Industry, 1919 and Acting Minister for Supply and Development and for Supply and Shipping, 1941-1945; Acting Minister and then Minister for Defence, 1946. Leader of the Parliamentary ALP, 1940. Leader of the Australian Delegation to the 26th Session of the International Labour Organisation of the League of Nations, 1944. Australian Resident Minister and Acting High Commissioner in the UK, 1946-1949.
