Representative for Tarrant County, Texas, House District 60, Place 3, 1953-1962; and state senator for Texas Senatorial District 10, 1963-1972. Kennard grew up in Fort Worth and graduated from Arlington Heights High School in 1948. He attended North Teas State University, Texas Christian University, and the University of Texas at Austin. Kennard was defeated for re-election in 1972 by Bill Meier, after Tarrant County was split into two senatorial districts.
