Edward Kiper Moss (b. June 23, 1916, Lancaster, Pennsylvania), became Assistant Chief of the Analysis and Reports Division of the National Emergency Council in 1939, and was a Research Assistant and Information Specialist (eventually Chief of Information Section) in the Office of Government Reports (OGR). From May 1942 to February 1946, Moss served in U.S. Navy on carriers in the Pacific Theater and with the staff of Admiral Halsey, Commander of 3rd Fleet. He was the Officer in Charge of the Combat Information Central School in New Caledonia from 1943 to 1944, and he was the Air Defense and Combat Information Center Officer for 3rd Fleet from 1944 to 1945. From February 1946 to October 1950, Moss was the Public Relations Director of the American Management Association in New York, and from 1950 to 1953, he served as Director of Public Information for the National Production Authority and Information Officer of the Defense Production Administration. He served on the John Marshall Bicentennial Commission in 1955, and in 1956 served on the Woodrow Wilson Centennial Celebration Commission. He became the Coordinator of the White House Policy Development Information Project Task Group on Hunger and Poverty in 1970.
