The Alabama Relief Administration was established by Governor Benjamin Miller's Proclamation on 1932 Dec. 30. The federal Reconstruction Finance Corporation, under Title 1 of the Emergency Relief and Construction Act of 1932, supplied funds to furnish assistance and work to needy and distressed people and to relieve hardships from unemployment.
In 1933 the Child Welfare Department began to serve as the Social Service Division of the Administration. In most counties the Child Welfare Superintendents became Relief Directors and the County Welfare Boards became Relief Boards, although child welfare services were maintained also. The Social Service Division was separated from the Child Welfare Department in 1933. In 1935 the Administration was transferred to the State Department of Public Welfare. (Acts 1935, No. 332, p. 762)
