Biographical History
A 1927 West Point graduate, Laurence Kuter transferred to the Air Corps in 1930. In 1941 he was one of the principal authors of the basic plan for employment of air power in World War II and he then took command of a bomber wing in England. After tours of duty in North Africa, Washington, D.C. and the Pacific Ocean Area, Kuter was promoted to major general. He participated in a series of combined Chief of Staff Conferences at Quebec, Cairo, and London. When General Arnold became suddenly and seriously ill in 1945, General Kuter was designated as his representative to attend the Yalta and Malta Conferences. He held a series of senior commands during the 1950s, including the North American Air Defense Command. He retired in 1962 to become a vice-president of Pan American World Airways and, later, a consultant to the aviation industry.
