Biographical History
Dr. S. Richardson Hill established the Office of Health Extension, Public Service, and Research (OHEPSR) as part of the Office of Vice President for Health Affairs in 1975. The Office was responsible for the Alabama Regional Medical Program (ARMP), the Medical Information Service via Telephone (MIST), and the Multi-Media Health Library. The Office also coordinated all continuing education programs for health-related programs. Dr. Margaret Klapper was named director of OHEPSR. She also served as executive director of the ARMP. The ARMP, founded in 1967 with federal grant monies, funded over one hundred Alabama medical programs and UAB served as the grantee institution. Dr. Klapper remained executive director of the ARMP until it ceased operations in 1976. She served as director of OHEPSR until 1979. OHEPSR was disestablished in 1993.
