Arthur C. Jenkins was born in Bellingham, Washington [in 1907?] and obtained a B.S. in engineering at U.C. Berkeley in 1931.

In January, 1948, he went into private practice as a consulting engineer. According to his autobiography (folder 11, carton 4), his offices were located at 1095 Market Street. According to invoices addressed to him in 1949, his offices were located in Suite 969 of the Flood Building at 870 Market St., San Francisco, California.

According to that same autobiography, Mr. Jenkins' "field of practice has been confined primarily to research and development in transportation and traffic engineering and econoimics, specializing in administrative and operational efficiency; economics, ...; development and presentation in utility regulatory matters; general location and design of routes and facilities ... ; special traffic surveys ... [and] evaluation of accident hazards ..."

His last known office was at 1780 Arch Street, Berkeley, California. This was the address from which he donated his papers to U.C. Berkeley's Institute of Transportation Studies on June 30, 1981.

His last residential address was (possibly) Livermore, California.
