Biographical History

The Minnesota Community Council of the Film Council of America was composed of individual film councils in the Twin Cities, Duluth, International Falls, and Nobles County. There were also film information centers in the public libraries in Owatonna, St. Paul, International Falls, Rochester, Minneapolis, and Duluth, and at the St. Cloud and Mankato State Teacher Colleges and the University's St. Paul and Duluth campuses. The group organized in March, 1951 and disbanded in January, 1956.

The Minnesota experimental tape recording project was begun in August, 1949. Brower, in cooperation with the University of Minnesota, collaborated with the sound recording engineers of 3M in a 2-year research project to determine the availability, usefulness, and methods of distributing radio broadcast material to the schools on magnetic sound recording tape. Funds were provided through a 3M education foundation grant. The project showed that tape recordings could be made at a nominal cost to the taxpayer and with a minimum of inconvenience to the teacher. The major source of material was the University's radio station KUOM, also other University divisions and departments, Minnesota state agencies, and other universities and corporations. In 1951, the state legislature appropriated money to support a free tape recording service for public schools and colleges in Minnesota called the Minnesota Tapes for Teaching Service. Items to record were picked by the AV Supervisor but teacher evaluations became the basis on which materials were retained. Between October 15, 1949 and June, 1952, duplicates were made of 20,102 programs.
