Under Chapter 196, Laws of 1977, effective February 1978, the State Bureau of Personnel (WIHV88-A116) within the Employe Relations Division of the Department of Administration (WIHV85-A694) became the Personnel Division within a new Department of Employment Relations (WIHV85-A905). Act 27, Laws of 1983, abolished the Division of Personnel and created the Division of Merit Recruitment and Selection. Classification, compensation and other personnel management functions were transferred to the new Division of Classification and Compensation under agency reorganization.
The Division of Personnel had statutory responsibility for administration of the state's civil service system. It provided employee job classification; pay and employee benefits administration; civil service job recruitment; examination development, administration, and validation; and certification of eligible employees; and it monitored personnel actions delegated to the personnel offices of operating agencies.
