The Committee was created by Franklin D. Roosevelt on August 6, 1942, to report on the feasibility of artificially producing a rubber or rubber-like substance. Committee members included Bernard M. Baruch, Dr. Carl Compton, and Dr. James B. Conant. The report was submitted September 10, 1942.
