Biographical History
The Illinois Budgetary Commission (1937-1972), composed of the Governor, the House and Senate appropriations committee chairmen, and two members from each General Assembly chamber, was to study all state expenditures, income, and license tax fees; and to formulate a plan for salary, wage, fee and service standardization and classification. To carry out commission study projects, the executive director's office was established (1957), with specific duties which included making cost studies and management analyses; conducting performance checks on state agencies operating under appropriations bills and authorization; analyzing appropriation legislation and submitting advisory reports on each bill's estimated and ultimate cost to the General Assembly. Two additional members from each General Assembly chamber were also assigned to the commission, which was expanded to study budget procedures; analyze and investigate all state budget expenditures and income; and provide public inspection copies for all Auditor General audits. When the Illinois Budgetary Commission was abolished (1972), its staff and facilities were transferred to the newly created Illinois Economic and Fiscal Commission.
