Baton Rouge Council on Human Relations was established in 1965 to foster community awareness of racial discriminatory practices and policies. It monitored local businesses and community facilities to ensure compliance with the 1964 Civil Rights Act, and worked toward integrating the school system. It investigated employment grievances, supported a fair housing bill in the Legislature, an Open Housing Ordinance in the City-Parish, and worked for racial representation on governmental agencies. The organization was founded by John G. Lewis, an African-American, and Ralph M. Dreger, a Caucasian professor of psychology at Louisiana State University.
