Biographical History

General James H. Carleton declared martial law in Arizona on June 8, 1862. Carleton created the District of Western Arizona and appointed Maj. David Fergusson as commander of the post of Tucson. Fergusson appointed William Oury as recorder to reconstruct property ownership.
