The Student Organization Development Center first administered the Chemical Abuse Prevention through Peers (CAPP) program at the University of Minnesota that was begun in 1980 as an educational service with University students giving workshops to fellow students on alternatives to drugs and alcohol. CAPP did not consist of counselors, but rather peer educators to inform students about alcohol or drug abuse. In 1985, the title of the program was changed to Chemical Awareness Promotion through Peers to better represent their educational component. After 10 years of administration by the Student Organization Development Center, CAPP was transferred to the administration of Boynton Health Service in 1990.
