He attended local public schools and graduated from Sterling High School in 1928. He was accepted at Park College in Parkville, Mo., the following year and graduated from there in 1932 with a Bachelor of Arts degree in History. In September of the same year, he began graduate work at the University of Tennessee at Knoxville and the next year attained his Master of Arts degree. For the next five years, he taught part-time in public schools and continued taking graduate courses at the University of Iowa and Cornell University. In 1935, he began teaching at the Senior High School in Bradford, Pa., where he taught for the next fifteen years. In 1950 he returned to Fannettsburg as principal and teacher at Metal Township Vocational High School. Six years later he accepted a position at Millersville State Teachers College as an instructor in history. While at Millersville, Walker attended Temple University as a part-time graduate student to pursue his doctorate, which he received in 1964. He continued to teach at Millersville until his retirement in the summer of 1976. Joseph E. Walker passed away on January 14, 1987. He was the father of U.S. Representative Robert Walker of Pennsylvania.
