Biographical History
The Illinois Commerce Commission (1921- ), Illinois' Public Utility Commission, holds authority in the public interest to oversee financial and service aspects of investor owned electric, gas, telephone, water, and sewer utilities. When the Dept. of Trade and Commerce was abolished (1933), the Commission continued to operate independently. Chief Inspector of Grain duties were transferred to to the Dept. of Agriculture, although the Commission continued to establish those rules and regulations until 1951. Although the Commission plays an active role in utility pricing and availability for economic development purposes, the agency is not the state's economic promotion or business development arm. It has direct involvement in trucking insurance certificates, household goods moving firms, towing relocation, rail crossing safety, telecommunications programs for the deaf and hearing impaired, and 9-1-1 emergency service systems.
