Biographical History
Berl I. Bernhard (b. 1929), lawyer and government official was General Attorney, Staff Director, and Executive Staff Director of the Commission on Civil Rights from 1958 to 1963. Bernhard was also a campaign aide to Senator Edmund S. Muskie from 1971 to 1972, and was a senior advisor to the U.S. Secretary of State from 1980 to 1981.
