Elwood R. Quesada was born on April 13, 1904 in Washington, D.C. He attended the University of Maryland and Georgetown University. He was commissioned in the Air Reserve in 1925 and began active duty in 1927. Throughout his career he served in the following capacities: Aide-de-camp to Major General James E. Fechet, chief of the Air Corps, 1928 to 1929; aide to Assistant Secretary of War, 1932 to 1933; aide to administrator of National Rifle Association in 1935; aide to the Secretary of War in 1936; Commander of 33rd Pursuit Group, 1941 to 1942; Commander of Philadelphia Region, 1st Fighter Command, 1942; Commanding General of 1st Air Defense Wing, 1942 to 1943; Deputy Commanding General of the Northwestern African Coastal Air Force, 1943; Commanding General, 9th Fighter Command, 1943 to 1944; Commanding General, 9th Tactical Air Command, 1944 to 1945; Assistant Chief of Staff for Intelligence, Headquarters AAF, 1945 to 1946; Commanding General of 3rd Air Force and Tactical Air Command, 1946 to 1948; Reserve Forces Chief, Headquarters, U.S. Air Force, 1948 to 1949; Chairman, Joint Technical Planning Committee for the Joint Chiefs of Staff, 1949 to 1950; Commander, Joint Task Force 3 for the Joint Chiefs of Staff, 1950 to 1951; vice president, Lockheed Aircraft Corporation, 1953 to 1955; Special Assistant to the President for Aviation, 1957 to 1958; Chairman, Airways Modernization Board, 1957 to 1958; and Administrator, Federal Aviation Agency, 1958 to 1961. He died on February 9, 1993.
