Biographical History

The Governor's Conference on Libraries was called by Governor Carey in recognition of the need for citizens to examine their library service needs within the state and in anticipation of the 1979 White House Conference on Libraries (to develop recommendations for improvement of the nation's libraries and information centers).

In anticipation of the conference, Governor Carey appointed a 29-member Governor's Commission on Libraries, chaired by Edwin Newman, to plan the conference, which was held June 5-7, 1978. Unlike previous conferences, the focus of this gathering was on the library user. Only one-third of the conferees had any policy or operational responsibilities for libraries.
