Philip St. George Cocke was born at Bremo, Fluvanna County, Virginia, on April 17, 1809. He graduated from the University of Virginia and the United States Military Academy at West Point in 1832, served as second lieutenant and as adjutant in the 2nd Artillery at Charleston, South Carolina, from 1832-1833, and he resigned in 1834 to manage plantations in Virginia and Mississippi. On June 4, 1834, he married Sally Elizabeth Bowdoin, and they had four sons and seven daughters.

On April 21, 1861, after Virginia seceded from the union, he was appointed brigadier-general in the state service and commanded the military district along the Potomac. He commanded troops at Blackburn's Ford, and was at Manassas and Bull Run. He later retired due to poor health and returned to his home, Belmead, in Powhatan County, Virginia. He committed suicide on December 26, 1861.
